Colorado Is Defining What "Meaningful Human Review" Actually Means

The Colorado Department of Law released an interim draft of its ADMT rules on October 6 and holds its rulemaking hearing October 26 (Colorado Department of Law). The law takes effect January 1, 2027. Under the draft, an AI score or recommendation is presumed to have influenced a decision when the decision-maker reviewed it and the outcome was consistent with it. When someone requests human review of an adverse decision, the reviewer must have actual authority to override, be free from management steering and retaliation, and give reasons specific to the evidence.

The leadership move: Remove "defer to the system" language from policies and training, and adopt a standard review record for AI-informed employment and customer decisions.
